Freesync only working in 3rd person view (vehicles)

I noticed how choppy the game looks in first person mode and how smooth it is in 3rd person while driving vehicles? Very obvious for instance on Operation Firestorm while looking at the building where framerate can get up to even up 200+, yet the game looks choppy. It is perfectly smooth when you ride a vehicle.

It feels like either a low framerate or screen tearing, as if freesync wasn't even working. 

7800X3d, 6900XT and 64GB RAM.

My framerate is capped with the RTSS and Vsync is off. Though it acts exactly the same with Vsync on as well.
