I can't play with bots

Going on a translation of the error message, it looks like server capacity has been reached. There isn’t much else to do other than keep trying or try again later, if the message is correct. 

There are also "Initiation" modes which has a limited number of players and bots, but obviously you won't be playing solo.

I can't enter "Initiation" modes  too. I click the start button. But it doesn't work. 

Only the multi-player mode can work. But I am the potato chips in multi-player mode.

Hosting anything with bots is not working due to people exposing ways to manipulate the game.

This is dumb, some people like myself just like playing bots. I played bots in 2042 for years and was happy. I don't have hours to play so sometimes I just want to own some bots and unlock a new red dot sight.

I agree. PORTAL was boasted to be this cool player created amazing thing, but it ends up being a restricted limitation driven waste of space. If XP farming was an issue then just take XP out of the created servers and let players play with bits just for the fun of it. 2042 had dedicated servers for this. Why can’t get this stuff right after all these years?? But yet cheats and hacks still run crazy in these servers with no back lash?! Crazy. This is why these games fall off
