In Redsec, I get "Targeted" almost every game

I'm posting here to see if anyone else experiences this. It's 4 out of every 5 games I am targeted. My friend who plays with me hasn't been targeted once. I have seen one other person on the internet complain of this issue, & the consensus was the game is either targeting the highest or lowest level in a squad. But I've been highest, lowest, & in the middle & it's always me. It's getting to be quite annoying, especially seeing as I have not seen a single other squad member of mine be targeted not once. Is it a bug? Am I being penalized for something I don't even know? Please help. I did discover that this didn't happen at all when I'm actively doing missions, only when I have none active.          For those who are thinking its in my mind (like the poor guy who posted on reddit) no it's a mission in redsec where you have another player lit up on the map & are supposed to hunt them down. I'm always the person highlighted & it's almost every game, a little unfair.
