Inconsistent Sensitivity

Without changing any setting, I noticed that my camera sensitivity is inconsistent. Sometimes is fast and sometimes is much slower. I could say that it is not a mistake of my personal feeling inconsistent. I tried to tweak settings but it remains inconsistent. Reboot the machine or restart the game might help sometime but I don’t know the reason.
