I'm dealing with the same issue. I lost the link between my Epic Games and EA accounts, and I haven't been able to reconnect them in any way.
One of the support agents granted me a one-time exception to remove the waiting period. However, they said they couldn't do anything further because of a conduct violation that was issued four months ago—something I wasn't even aware of.
Appealing the penalty is pointless because every appeal is met with nothing but automated responses, and it's virtually impossible to communicate with a real person.
This has been a frustrating way to learn how EA handles its customer support and appeal process. I only wish they were as effective at dealing with actual cheaters as they are at shutting down legitimate appeals.
