CaesarDav in your screenshot the CPU frequency is 2.3GHz.
That's very slow and is causing the low framerate.
The CPU is most likely thermal throttling and lowering it's frequency to reduce CPU temperature.
You can verify this by downloading HWiNFO and monitoring the CPU temperature.
If the CPU temperature is higher than 80°C it's probably thermal throttling. It will definitely thermal throttle around 90°C.
For a desktop I would recommend upgrading the CPU cooler. For a laptop all you can do is turn the CPU fan speed up to 100%.
