Low performance and low GPU usage

Hello,

Specs: RTX 5070ti, i7-13700F, 32GB DDR4 3200mhz

Currently when i play native at 1440p, i have roughly 60-70fps in ultra settings, with TAA. I was expecting a bit more from my setup and the CPU usage goes from 70-80%, WHILE MY gpu ranges the 60-70% while I think my Gpu should go to the 90s.

If i play with DLSS at 4, and FG on i get roughly 280-320fps which is not  bad but native the performance is not good.
