OK, made those changes too. I highlighted Administrators, clicked edit, then individually clicked each option under [group or user names:] (examples: all application packages, all restricted application packages etc) and made sure to check the [allow] box for [full control] on each. Also made the same changes under Users
I did not see a button for "Apply changes for all folders and subfolders." Hopefully I did it correctly and what you meant was to go through each [group or user names:] and check [allow] under [full control]
