Same issue here, had it in the beta, didn't in the intial release, but now it's back in the season 1 update, and really bad in RedSec. Makes the game almost unplayable. Also sometimes the reverse happens, where I'm unable to ADS or fire for a few seconds, and then usually once it allows me to, it gets stuck as in your video. Did you ever find a solution?
