I have had this issue since 2nd week of release. It happens on one server but not on others? I have 1gbps download, 500mbps upload, zero packet loss, wired and very low ping. Last update made it worse. Higher tick rate servers and more severs in more locations are needed. I hope they fix these issue soon.
