Portal Bots Not populating

Fix this PLEASE! I just want to practice flying with a small group of friends in a private server! I can't even test if my portal creation works because I don't have enough players because the bots won't backfill. I don't care about exp or leveling anything, we don't need it. I just want to practice flying choppers and jets with my small group of friends. Why bother giving us Portal if it can't even do what we need it to do.
