Random Stuttering and Unplayable - CPU/GPU/VRM?

The game is unplayable with or without overclocked settings.

Specs: i5-9600k 3.7(overclocked 4.7), 32 GB DDR4 2400(overclocked 2700), RTX 2070 Super(overclocked Mem+500 Core80).

I tried almost every tweak out there(user.cfg, etc), and none worked. Check out the video for more details.

Any updates on this particular issue?

  • UPDATE:

    I changed most of the graphics settings that prioritize the GPU to HIGH, and the settings that prioritize the CPU and VRAM to LOW. I then capped my frames at 60FPS (144Hz monitor). These changes have currently FIXED the stuttering issue.

    I also uninstalled all of the HD textures.

    not everyone has NVIDIA GPUs .... AMD GPUs dont have this kind of control.
