Recon Specialist 2 stuck

I have googled it and tried a few ways to fix it, clearing cache, painting and DMRing a light vehicle and both squad damage and team damage and I'm locked at 1,245/2,000. I went all of yesterday (about 4 games) in conquest marking vehicles and watching them take damage and dieing and it hasnt moved. 

Do I just need to accept that it will never be completed now? Can a Dev reset it? I even tried going into the closed weapons games to soft reset, taking off the tracking, and re-equipping the designator.

What else can i try?
