Red 'Snow' Glitch Effect Constantly

I'm seeing this constant 'snow' glitch effect across the entire screen. I captured this with Windows Snipping Tool so it's not a physical artifact from my hardware. It starts in the main menu anytime there is something being rendered in engine (so not on the static image menus) and persists in game as well. I've adjusting graphics settings and enabling and disabling HDR but the issue won't go away. Does anyone know the cause or a fix?

I'm hoping someone from EA will see this. I was able to confirm it's something in game and not a hardware issue on my end, because the effect gets filtered and blurred out such as in the quit screen from the main menu.
