Okay, I fixed the issue, answering to myself just so that if anyone ever comes across this with similar issue can learn what helped.
My CPU was pretty hot, and I also could not use xmp. I changed the cooler, was finally able to use the best xmp profile and went away completely. Suddenly, I can play on High settings with butter smooth performance. I was aware that xmp sometimes helps the people with this issue, but I assumed it was something else in my case, since the game used to work fine just few weeks ago. Still not sure what change, or how actually increasing mhz in RAM suddenly makes the game go from completelly unpalyable to working so well.
