Shimmery and Grainy Image Quality After Respawn

I've noticed that every time I respawn for the first time on Manhattan Bridge my image quality becomes unstable. Vegetation and trees look grainy and shimmery. I can't tell if this is an engine issue...

Is it like a Depth Of Field issue? Ive had that when i get hit while aiming down sights sometimes and every thing is just blurry. Or if im indoor the Depth of field bugs out and anything outside of the building is blurry
