Slow terrible start up freezzes

Good morning , I been having huge issues with my game . For the last 2 months . Stat up is super frozzen, very change I make in the setting gets deleted at turn on , have to turn on and off the game several times until it starts working . It looks and feels like bad internet, but all other games work fine, then once it starts a game play I can flow true the menus perfectly with out issues . All problems gone till next start up , all problems return . I have deleted and re install, I have switched memory card location and problem continues , please help.
