13900ks + 5090 + DDR5-7200 here. I don't have this problem. As you mention you already tried with low textures to reduce the VRAM usage. What memory speed does XMP profile 1 set your RAM? XMP is not guaranteed to be stable with your motherboard / CPU memory controller. Anything above 7000MT is danger zone on Z790 and depends on your hardware. Also, how sure are you that your 14600k is not affected by the degradation problem?
Another thing you can try is downloading LatencyMon and check for latency spikes that may cause this frame drop.

my RAM speed is 3200MT/s
I tried turning the XMP off and turning XMP Profile 2 on actually but it didn't really help either
I'm not sure that my CPU is not affected actually because it's quite new and I'm using it since 1-2 months
