Sudden performance drop 9070xt

hi, the game was running fine at 120fps (frame capped) then i quit out for dinner and when i loaded it back up my framerates were suddenly down to 80.  i had changed no settings and installed no updates between reloads. any idea what could be happening here and how i could fix it?
