Support Specialist 3 Incendiary Launcher Damage

Why is this challenge so broken? Even if I get a direct hit, the game doesn't always recognize it.  It SHOULD NOT be direct hits only.  It leaves fire and if enemies step in it, it doesn't count? How does that make any sense?!  Fix this
