VRAM issues

Sorry if a repost, I've loaded the game up on steam today after a week or so and my VRAM is going way over my 12gb ram, I also noticed (using steam FPS counter) that it randomly will change to show frame gen been on then it goes off and on randomly again. With the vram showing over the limit I don't seem to lose much FPS. Is this a visual bug or leak? This happens no matter what settings. Frame gen is off in the game menu.
