I have a similar issue with DLSS, however the lines on my screen are horizontal and they look like 1cm - 2cm high lines/bars that go all the way across my screen, like they're sort of out of focus compared to the rest of the image. It kind of looks like screen tearing at first, but then you notice the bars are static on the screen. This bug happened to me during beta as well. I haven't seen your exact issue personally.
It looks like you're on an ultrawide 21:9? From my brief searches for the issue I have, it seems more common (maybe exclusively?) with 21:9/32:9 monitors. Are you using g-sync or any form of VRR as well? I'm using g-sync (monitor is Alienware AW3423DW) but I admit I have not done any testing to try and fix the issue.

I have exactly the same problem with the same monitor, DLSS set to quality. It seems to go away when I turn DLSS off.

Yup it does seem like DLSS is the issue, maybe some combination with something else. But yeah, disabling DLSS seems to permanently fix it. Otherwise, with DLSS enabled, it seems to only appear on Mirak Valley and Manhattan Bridge for me. A quick alt + enter to minimize and then maximize fixes it as well.
