White glow around moving objects

Hi recently i been seeing a small white glow on the edge of moving objects like players, vehicles, and anything moving basically but when there not moving theres no glow. I will see this glow if i move my mouse and look at the objects. I know this is a graphics settings but dont know which one. Anyone know it seemed to happen the past week? its a bit annoying
