Who broke BF6 networking?

Since mid-December, BF6 has been causing massive latency spikes for a large number of players, with numerous users reporting the same issue: significant packet loss occurring abruptly, particularly during larger matches.

So the obvious questions remain. Who broke the game, and when will EA acknowledge and fix this problem?

If you live in the UK (CRA 2015), and in many parts of the EU and Australia, and you feel the game is no longer playable, you may be able to use your consumer rights to force a full refund from EA under digital goods requirements set out in consumer law (this is certainly possible in the UK). For me personally, the game has become unplayable, with EA not even acknowledging support tickets that have been raised.
