Xbox Server issues.

Im playing on xbox with the cross play turned off and have issues finding a game. It seems to always load me into a game solo then generally fills with bots. Sometimes waiting for over 5 minutes before attempting to bot fill then only fills half the amount and never loads into the match. Haven't been able to play a game with more than 6 actual players at one time.
