What is going on with this. It seems like half of the community has it and nobody knows what they did to get it or how to get it.

I haven't played BF hard line, but I have done the Phantom project. I did not even sign up for Hardline. I suspect it has something to do with phantom project, due to the Phantom projects 'Hacking theme' and the tag is a credit card? I am not sure but hope this helps in finding what the true secret is!
