@YMB9Shinzou Not necessarily. If you're standing on the wrong part of the windmill the bird will miss you, but still play the sound. Used to happen to people all the time when I was still decoding morse for others on the BFEE Discord.
It'd probably worth going back to Giants Shadow and waiting for the pigeon to arrive. When you see it flying in, ADS at it and make sure you're lined up with the flightpath.

@ElliotLH I thought red lights meant you had the dog tag or at least completed the bird part of the quest? In my case the bird missed me the first time I tried and there was NO audio cue. The second time I lined myself up with the bird and then I got the sound to play.
I will try going back to Giant's Shadow but I have done it 5-6 times since the second time when the sound played and the bird has never showed up again. I'll be back to report on what happens.
