I think it would be very hard to balance matches by skill level. And until the software can balance the player counts there is no sense in trying to balance by skill level.
Right now they cant even get the team player counts balanced before the match starts. And even during the match, the player counts on each team can be horribly lop sided.
So lets get the player counts balanced and go from there.
Certainly in Battlefield, game generated balanced teams are nigh on impossible to manufacture because of the myriad of different playstyles opportunities across vehicles and infantry depending on game mode.
There are simply too many variables to account for.
That said, and I am with OP to a very large degree, I would rather lose a well fought match than win a stomp.
Stats are also a major problem in my opinion, too many people worship at the alter of the Almighty KD and will do anything to get that extra +0.1 on their ratio. I don't play the game to get a high KD, I play for the laughs. Granted, being negative can be frustrating but on the whole, as long as I kill more than I die and win more than I lose, no matter how small the margin, I am happy.
Alas, gone are the times when a group of lads (and indeed, lasses) joined up together to crack open a beer, have a laugh and play the game for fun.
The super leet MLG sweaty tryhards led by their YouTube overlords have turned online gaming into something a lot less fun than it used to be.

So , why did you , or I , or anyone join an FPS in the first place?
If it's for what I think it was , well , there's our 'problem' .
No one wants to let happen to them what we'd like to make happen to them .
Our 'happiness' is actually something that everyone tries to avoid .
Some even get way better at this than others .
Whattaya gonna do?
I'll tell you this :
Whatever it is , it had better be better than a better .
If not , then it surely was fun trying .

This exactly how I play BFV now ??? In a community server run by JFL Just For Laughs. And we kick the 50-5 sweatlords nightly, they come back the next night and ask why did we kick them.. And we ask them where is their server ??? That confuses them, then we remind them that we are not here to die for their stats and kick them again.
We run mixed mode 32p mainly with variable rotation each night, move the settings around to try different things. We have settled on 125% for bullet damage. We are now starting to have clan v clan matches against other squads now so it's kinda like the old school days but actually a lot less crashing.
Op not trying to tell you to get good or if you don't like it leave but the balance you seek is near on impossible to achieve in Battlefield.. Play ranked CS-GO and you will notice that once you are ranked the matches will play out really well balanced. Get on a run then get promoted and all of a sudden you'll just get carved up until you get good or drop back to your normal rank. But tank a few rounds and get demoted and all of a sudden your in god mode. It is really quite striking the difference in skill levels and that is a 16p tight squad game. Try making that work in 64p is near on impossible. Also with Battlefield you play round after round in the same server. Most of the games with SBMM when the map ends you are pushed back to the lobby to line up against new opponents. This is why BFV wants you out of the game to change assignments so when you quick join back in you are in a different server, but the community wants a server browser and community servers which work against skill based match making.
And don't let people tell you that the procon team balancer worked, they are suffering with rose coloured rear view glasses.......
