Tried what you've suggested and I am still getting the same error message. Is there any way to add the ordinal 383 another way?
After some research (Googling), it seems that it is an IE error.
Try installing/reinstalling IE9 - that should restore the missing file.
After doing so, try running the game and see if it works.

If you install Chrome or Firefox, make sure to set one of them as your main browser in the options or during the installation, Internet Explorer shouldn't even be involved in the game startup process if you use another browser.

I have tried the installation using both Mozilla Firefox and Google Chrome without success. I agree that this seems like a browser issue and I had "Google'd" in hopes of finding a solution before I ever posted this question in the first place. If this helps, when I try to launch the game from Origin it tells me that it cannot find "...://battlelog.battlefield.com/sso/Ciyvab0tregdVsBtboIpeChe4G6uzC1v5_-SIxmvSLJG0ItX0Oj..." but I assume this is because it thinks that Origin is not installed.
Thanks to all who have posted possible solutions to this problem. I appreciate it and hopefully will be able to get to play this game soon! I've heard it is good.

I just read through your main post again and noticed that you said you tried to start it using the desktop icon, but have you ever tried using the Battlelog to start the campaign/multiplayer?(Make sure to use Chrome or Firefox) I hope we can bring you back on track before Armored Kill releases. 😉
