Battlefield 3 laggy game issue

I'm having laggy issues bought a pc last week worth 2grand and I have adsl 2+ and its laggy during gameplay single and multi I've tried lowering my video settings to minimum and few other various suggestions on line eg 3d rendering to 1 Im quiet annoyed at the moment my pc is as follows 3.30ghz intel i5 4430 6mb cache,8gb ddr3 ran 1600mhz ram,hard drive seagate 1tb sata3 64mb Microsoft 3000 wireless keyboard and mouse, 24 inch samsung LCD monitor video card nvidia gtx650 1gb,motherboard intel dz87klt75k,windows 7 premium 64 bit,ssd intel 180gb serries 330My speed results are download speed-13.32 upload-1.13 ping-32
