I'm sure this is a dumb question but I purchased the premium memebership on my xbox one and downloaded all three expansion packs in my games and apps but I still cannot gain access to games in multip...

Did you install the expansions after downloading them? The xbox 360 did not require the installation step, but on Xbone this is a new step that must be completed or you can't use the DLC.
To install the DLC go into games and apps, then highlight BF4 and select manage game and then select each expansion and select install.

Yes I have installed them, uninstalled them and reinstalled them and it still does not work
