Honestly I have no clue then, with me it did work. The moment I installed that version of visual c++, it just worked.
On the other hand I did mess around with battlefield 4s files, someone told me to go in the files of battlefield 4 and install the visual c++ that is located on the battlefield 4 game files. It is the first file you see from the top, just search in the first file till you find something that says visual c++2013.
Note: after I installed the x64 version of the visual c++ on the battlefield 4 game files, it didn't work, but perhaps doing so and then after installing the one from Microsoft, it somehow did something. Worth a try if all else is failing.
As it was mentioned in another thread this may be a windows problem, are you using win10 or 11?

Yes I have windows 11, supposedly the worst Windows yet for gaming compatibility.
Here is a rundown of how I acquired battlefield 4:
1) bought premium edition from EA site directly
2) installed EA app for desktop as suggested by them
3) installed battlefield 4
4) after installation battlefield 4 would not only launch, but would show this error SMVC120.dll
5)Repaired battlefield 4 in the "manage" tab in the EA app
6) error message went away
7) clicked to start battlefield 4 from EA app, didn't launch, would just go back to the EA app homepage
8) Was told to install Microsoft visual c++ 2013 x64, they didn't specify the version (12.0)
9) installed the visual c++ 2013, wasn't version 12.0. Battlefield didn't launch and yet again was taken back to EA app homepage
10) installed the visual c++ 2013 x64 from battlefields game files, it still didn't work
11) Finally after deciding to search Microsoft visual c++ 2013 on Google chrome, I was taken to the site where I had the option to download v12.0 and installed it.
12) it worked after installing it.

Surely you were given a product key, use that. Delete the game, reinstall, maybe try the steps I took on page 2 and just start from the beginning, if you bought the game and the platform is pc, then you have it period.
As long as you were smart enough to keep the code they sent you. Actually no if you installed bf 4 through the EA app then it will detect that and allow you to reinstall, I am almost 99£ sure
