Same issue. Central time. Talked to multiple chat people. Allll with different responses. "It is a temporary issue and soon it will be resolved."
I have the same issue. Ontario, Canada.
I have two ISPs, Teksavvy Internet (Cable, Cogeco reseller) and Bell Canada (DSL). We rarely use DSL because we're in the process of fixing it... it goes down like 20-30 times per day. Technicians don't even know what's going on. But I digress.
Battlefield 4 says it will be available October 30th, 2013 at 7pm. If I switch to Bell, it says it is available and unlocks. I played the first mission and a bit into the second one of the campaign without problems. I switched back to Teksavvy and it is locked again.
The error is apparently between Origin and certain ISPs. I can access Netflix Canada and CBC (which can only be accessed from Canada) so my ISP is properly registering as Canadian to them.

I found a solution. I'm on teksavvy in Ontario and this seems to be ISP related so I setup a Wi-Fi Hotspot with my cellphone (Virgin Mobile). Then connected my PC to this connection. Restarted Origin and Voila!!!!. This unlocked the game for me. Enjoy

Playing Battlefield 4 multiplayer on a Cellphone connection is a very bad idea... would help for Campaign though (like Bell DSL does for me).

No you just connect for the time it takes to unlock the game...then reconnect to your original ISP
