Battlefield 4 Phantom Assignments
Are they still available. All the places previously listed no longer exist. Is it possible to unlock this set of assignments anymore?

Danisoff is correct. It's now at the bottom of the age ratings page.
It's a bit hard to see when you're there (if you're on mobile make sure you're using desktop mode on your browser), but it's where I've put the red circle in the image below.
When I click that it tells me the page isn't currently available, my active soldier isn't ready for duty, and this message:
Certain Battlefield Platforms have been decommissioned and the corresponding sections of Battlelog have been shut down. Visit your profile settings to see if you have a soldier on a different platform. /Battlelog
On what platform are you wondrworks? Is it PC or console? If you are on console, on which exact console?
That's peculiar as it does still seems to be working as expected when I try. They message you're seeing seems to suggest that you might only have a linked soldier from Xbox360/PS3, or at least that's what Battlog is "seeing".

It might be worth checking that the account you're using has an Xbox One/PS4 soldier.
It's an Xbox one. The age ratings page just isn't coming up.
Try logging in to Battlelog from your PC if you can wondrworks. I’m on PC and everything works fine for me.
