Battlefield 4 Ps4 Server, physical location?

Question

I live in, and play BF4 from Europe. Where are the European servers pysically located?

Lately the best ping I can achieve from selecting a server, is consistent with me pingin the East coast of the USA!?

I'm getting 92-96ms at best, and its not my internet connection, it pings as low as 19ms to central europe.

Have the servers been moved?

And where would the US Rent-a-server's location be for the West and East regions?

I want to rent a 30 day server as a last "OoRah" for the upcoming BF1 release, but I can't decide between W and E as the ping is the same, and depending on the day lag differs greatly between the two regions when I am on.
