It could be an age restriction, but I've actually had this issue before and doing a hard reset to the console usually solves it for me. To do a hard reset hold the power button until the console shuts off. Then restart the console. You'll know the hard reset was a success when you see the console go through the long boot up process. Then just log into your account and start BF4 and it usually works as it should at this point for me.

I tried that a few times now, but sadly it doesn't work. I guess it is that age restriction then. How can I change those settings? As I stated earlier when I check my account settings here it says my Xbox account isn't even linked!
