Battlefield Bad Company 2 in 2019. FPS bug???

I recently got a copy of Battlefield Bad Company 2 for PC on Origin to reminisce in the old times. However, when I started the game, it would be stuck at 30fps regardless of the settings I put. I'm not running the highest-spec'd gaming computer but my laptop should be able to eat up a game that was released 9 years ago at least. I have a Lenovo gaming laptop w/ an i7 processor, 16GB of ram and a Nvidia GTX 960M 4GB GPU, so i doubt the game should be able to run any less than 60fps at least.

I did some research regarding this issue but most of the threads are from many years ago. I tried editing the "settings.ini" file but I cant seem to find it in the game file under Origin. I also tried to change the compatibility to Windows 7 as the game was released for Windows 7. But nothing worked so far. Its still playable in 30fps like the old days on console but I was looking forward to replaying it in a high fps.

Are there any modern solutions for this in 2019? Any help would be greatly appreciated.
