I am facing the same issue, while PSN IS working. There can not be an outage with PSN then everyone wont be able to play.

Hey there. It looks like the Hardline servers are still up. Are you still unable to connect? If so, please try these steps to power cycle your equipment:

  1. Unplug your modem/router for 2 minutes
  2. Hard restart your console by holding down the power button until it turns off
  3. Power it all up and try playing again
