Are you saying that you did not receive any extra content from your Deluxe Edition of Battlefield Hardline? If you could give me some more information, such as was content you're missing and what platform you're playing on, it would help me a bit.
Note that some deluxe content can take several hours to activate fully. More info can be found here.
