had this same problem but I fixed! sorry about my english I am from Brazil.
Go to ps4 in Configurations- Initialization - restore configurations standard.
I Have done this and now I can Play Multiplayer. Hope I help You all.

I'm from Berlin, Germany. My internet provider is primacom 🙂 It really sucks. Hardline came out on thursday here and I was looking forward to the weekend to start my multiplayer career, but obviously my plans have been thwarted. Well... Patience is a virtue, I guess.
I'm also having the same issue. I did the trace and sent it to them as well. Rebuilt my database on my Ps4. Refreshed all the licenses to the game. They said to open my ports/DMZ. Got the port info from them and opened those exact ports on my router. Disabled my UPnP on my router as they advised. Then finally they asked if my Playstation Plus was valid. I about freaked out. YES my Playstation plus is up to date. I do believe the issue lies with them and as I have tried to do everything on my end besides light my PS4 on fire and see if that works. May God be with you.
