It's most likely that most Battlefield 1 players play Operations to earn Battlepacks, which contain random items such as puzzle pieces or skins for weapons and vehicles. If you get a particular skin from the Battlepack that you already have in your inventory, you can scrap it to receive a certain amount of in-game currency called Scraps. You can then use these scraps to buy other skins that you would like from the in-game exchange page.
huh? Your response did not address anything I mentioned. I said nothing about scraps and skins. I was talking about maps in the operations mode for the multiplayer which no longer lists the base game maps and it's impossible to find a server with those maps regardless of the filter settings.

@majormuss, What I meant in my first answer is that some players prefer to play Operations on the new operations maps rotation (currently Fire & Ice Campaign) because they want to get Battlepacks. That's why it's hard to find a populated operations server that isn't featured in the Operations Campaign rotation. I apologize for not giving a clear answer in the first place.
Since you are looking for a fix, it's very simple. Join any Operations server set on base game maps (even if it's empty) and wait for players to join, or you can join any Operations server outside of your region. That seems ridiculous, but these are the currently possible solutions as of now.

I totally agree.
At least for myself I can confirm that I am only playing the current Operations that count for Operations Battlepacks, at least as long as I don't have all the skins.
Once I have all the skins, maybe in in 10 Years or so, that might change.
