If you used the Digital Upgrade from the PS3 to the PS4 EA has changed their policies today and stated they are not going to honor the China Rising Expansion Pack on the PS4, See my chat text a couple posts up. You can look through the PSN Store until you are blue in the face and you will find nothing except for a prompt to pay 14.99 for DLC that was included in your original purchase price.
Not good... Well I did ask about it the same day it was released so the only logical answer was I got lucky then...
In my case was physical copy of BF4 for PS3 and Digital download Upgrade for PS4 (Have to put the PS3 BF4 disk on the PS4 every time I want to play)

**I disconnect and I resume the chat however while doing that got an email with a code and I was able to download China Rising for PS4***
Maybe the advisors where not sure what to do regarding the DLC, if was included as part of the upgrade or not.... In my opinion should be... That was my way of think about it because I originally order it for PS4 and cancel it for the PS3... Never imagine that the DLC will not considered during the Upgrade.. The answer of that question was too gray as there was no place on the internet or any place during the PS3-PS4 upgrade process that tell you that.
They must be more clear about this and be sure of the possible scenarios like this one to avoid this situations. They totally miss it on their FAQ about upgrades.
Maybe on BF7 for PS5 or who knows... Is better to avoid any Upgrade program and buy the version for the generation you are getting...
