OP This is a community run self help forum that the devs do not monitor. Game play suggestions are best served by posting in the Battlelog forums or tweeted directly to the devs via Twitter.
To answer your question a Ghillie suit does not blend in with any of the vegetation in any of the maps (half of which are urban) except China Rising so giving recons ghillie suits make as much sense as giving recons orange jump suits. Plus Ghillie suits only encourage recons to camp several Kilometers from the objective instead of playing as an active member of a squad using team work. The latest CTE update is focusing on how to encourage teamwork not how to encourage lone wolves.
