BF4 Stutter on AMD 7800HD

Don't crash or anything.  Mainly when explosions or firing in game.  FPS is fine around 40-50 but it will just stutter/freeze when say trying to fire from a sniper rifle.  I've read it has to do with v-sync or anti aliasing settings but don't know what to adjust on AMD.
