BF4 Unlocks

Now I am not EA, but as we observed then that feature was terminated from the infrastructure 3-4 years ago. So don't see how that would be possible anymore unfortunately.
Think only plausible way forward is to logon for some enjoyable BF4 gaming and grind your way through it.

So you got answer here now to your first initial question.
I understand that you also consider unlocking weapons from the Campaign then to be an issue for you, but that is a very different matter then. It takes typically 3-5 days before the central Battlelog is updating with your local accomplishments in the Campaign. And you will need to logon with your soldier and play in the multiplayer environment to do so, as your Campaign achievements are all kept locally on your local offline game platform. So its first when you logon and join a BF4 multiplayer game that you force your Campaign results to be synchronized with the central EA Battlelog registry.
What is the link to your soldier please in Battlelog, so we better can support you here.

If we are looking at the correct PS3 account, then its certain that he did not use same PSN/EA account for his new PS4 BF4 soldier. And that was the first requirement for the migration tool to function back in the days...
In any case, that PS3 soldier is 'just' at XP level 28. Reason why I suggested him just to enjoy some gaming with his new PS4 BF4 soldier instead. As with current "Double XP" booster bonus going on from EA, then he will quickly accumulate those same points and blast further ahead while having a lot of more fun at the same time. 🙂
Transferring progress from PS3 to PS4 is no longer available sadly. @HydraScopez
