Hi @kelseylkt65

I think no, you can't transfer your games between PS4 Accounts. If you want to play Battlefield 1 on another PS4, just log in to system with your Account.

    my cousin has an account on my PS4, and i was wondering if I bought the battlefield 1 premium pass for MY account, would he be able to use the pass to share the features & dlcs with my account?

       He will be able to use your Premium Pass if He will be logged to your Account.  But he/ you can't transfer progress or any data from one account to another account.
