EA StaffI think you might be correct here, such a promo bundle is available for purchase outside of the USA. It contains 10 unique dog tags and a new multiplayer skin that were previously only available as a North American pre-order promotion for Battlefield 3. However, after changing the country back to USA it's no longer available for purchase. Also, I was not able to locate the promo bundle in the US Origin store.
I'm afraid, it seems like the bundle won't be available for you ☹️

....But can't download it in this region. I mean come on, it's like $2.00. It's been like 2 years, why not just release it to EVERYONE. I mean bungie did with Recon in Halo 3. I mean we had to work for it, but still! Ah well...Battlefield 4 is just around the corner but, even so the completionalist (and camouflage nut) in me will never be happy....
There is a promo bundle in the US Store but as the OP found out it only contains the pre-order tags and Specact camo and not the Dr Pepper tags and camo like the Promo bundle outside of North America includes.
