this worked for me as well, thank you.
i was able to login to my EA account and accept the terms and conditions. I also linked my EA username to Playstation network which seemed to work. not sure if you already tried that

You may be able to resolve this using the suggestions in this thread. I downloaded bf4 today and it freezes at user agrement window

Sign in on the EA website, just make sure you sign in using the PlayStation log-in option. Sign in with the same email and password you used to create your PlayStation Network account.
Then go back onto your PlayStation and start BF4. It will automatically sign you in and you won't have to mess with the 'frozen'/broken User Agreement screen.(If you're trying to do all this with your PlayStation ALREADY on - you're going to have to restart the PlayStation before this will work).
Hello you can get around it if you have for example BF1 and go do the agreement through that. I cant understand how this hasn't been fixed yet the whole game is unplayable if you don't have already a different battlefield.
