I will try to help you fix your problem. The reason this issue appears is because there is a small problem in your Windows Registry which can be fixed easily.
1. Click the Windows Start button.
2. In the Search field, type "regedit" without quotes.
3. If UAC pops up, click "Yes" to allow run the Registry Editor.
4.. In the Registry Editor, go to the left side and find "HKEY_LOCAL_MACHINE".
5. Click SOFTWARE, scroll down a bit and then click on Wow6432Node folder.
6. Scroll down again until you find "EA Games" folder, then select and "Battlefield 4" directory.
7. Right click on "Battlefield 4" folder and select "New > Key". Now, type "Xpack0" and click enter.
8. On the right side, right click anywhere in the blank space and select "New > String Value".
9. In the string value type "Installed" and click enter. Afterwards, right click on "Installed" and then select "Modify". In Modify textbox, type "True" and click enter.
10. Close Registry Editor and go to Battlelog and try to join a China Rising DLC server.

The below image is after I completed the task and after I had already restarted my PC. It still isn't working. No wonder so many people feel this game is garbage, and to think I used to defend it on various forums. It's almost a complete failure for the customer paying money for it. Give me another work around.
