So I finally found the download at the very end of the list Of add ons in the playstation store. Downloading now.

Just checked PS store again... search "china" "China Rising" "Battlefield" "Battlefield 4"
Lots of Add on's available for BF3, but still only full game and premium available for PS3 BF4
